They may, however, establish residency for the purpose of getting a drivers license, or enrolling children in school, or paying taxes (though I don't know why anybody would want to pay California taxes).
So, it all depends upon why.

Many documents are acceptable, but the best is a Ca. drivers license and a voter registration. Other documents may be acceptable such as a rental agreement or utility bills, but it depends on why you need to establish residency.
