Can you start a car under the hood without having to bypass the neutral safety switch? Any cars that don't require you to bypass it?
What is the technical name for doing this?

I guess what I mean is...
If a car has a neutral safety switch, can you still start it under the hood? Will it start with a neutral safety switch?

We mechanics know how to do that, so by your asking you are obviously not a mechanic.
The neutral start switch is there for a reason, for safety sake, don,t do it, personal experience talking there from when i was an apprentice 23 yrs ago.
Don't tamper with things you know nothing about, you could kill someone or even yourself!!!!!

If you can access the starter solenoid power lead then you can start the car from under the hood as long as you have the car in park and the ignition switched on. On most modern cars any attempt to hot wire the ignition on portion will result in computer damage. So the next question would be why?

I really don't understand your question because the only reason you would want to bypass the neutral safety switch would be if it was bad (just replace it), or if you wanted to start it in gear (why would you want to do that)
