Is it true that a male who smokes pot 3 to 4 times a day is sterile?

It's not true that he will be 100% sterile.
However, his fertility will be effected if he has been doing this for a long time. He'll probably have a slower count, and slower motility, therefore, making conception harder, but definitely not impossible.
