What can i do with an empty garage opposite our house that we own in London?

Basically, we own a house in london/nw2;

we have an empty garage opposite our house that was bought with the house. Is it possible to make it into a flat? What could we do with it? Do we need planning permission for such things?

Why don't you rent it out?

I lived in London for awile and that was in 1991 and the rent was expensive then, so I'm sure if you had the property renovated into a flat you could rent it out. I was paying 850 pounds a month then, so I'm sure you could make a killing today
