I have a friend who is taking a 23 yr old guy with her to her prom, she is 18. Aren't there limits? morals?

I'd think, by Western standards, 20 would be pushing it as far as going to the prom.
An 18 year old should not be dating a 23 year old anyway; and the prom is a date.
At 21 most start clubing, some drink, some don't; at 21 the game is changed, I would think anyway.

The only limits I know of are the ones put on by the school, most school have a 21 or younger rule, but 'm not sure, I would ask the principle.
