There's pencil called 'Wet to Dry' and I think it's from the Avon catalogue, it comes in black, brown and dark blue and as the name suggests, you can use it wet or dry for different effects.

You can use a pencil first to give a desired outline, then use a small flat & preferably slanted brush ( I use the kind for picture painting )dipped in water first then rub lightly on a dark brown or jet black caked eyeshadow to coat it with colour. It's easier to use than the brush that comes with liquid liner and the result is less stage like but more natural.

Max factor make a felt tip pen liquid liner that is easy to apply like a pencil, but is applying liquid rather than cream (pencil core is basically powder suspended in an oil base = cream!) so can give excellent sharp definition. I like them and they are not too expensive - they will need replaced far more often than a pencil but they do last longer on your eyes and don't smear.

I use twenty four hour liner. I think it's made by styli-style. (There's usually a display that advertises it as the "24 hour liner). It actually does last nearly all day; and, it has a wet look to it rather than dry liner look. Revlon Timeliner is another good one.

My sister uses a Mary Kay black eyeliner that looks like it's liquid. Looks pretty nice!

Try gel eyeliners. I cant seem to remember who makes them, but I would look it up online. I'm thinking of trying it myself.
