The definition of mental illness is first of all, it is a pathology. Being a pathology eliminates god, satan and other boogies men.
The brain is frequently the location of the pathology, but that doesn't make the brain the enemy any more than your stomach is your enemy if you have stomach cancer.
The senses are frequently reporting in distorted ways due to the pathological condition, so they too are victims and therefore not enemies.
That leaves society. Society stigmatizes certain diseases and sympathizes with others. If you get the flu many people will feel sorry for you and go out of there way to be kind... from a distance. With Cancer, the stigma is huge lead by employers and insurance companies who will want nothing to do with yyou even if ou have been asymptomatic for 5 years.
Mental illness fits into a special niche in which society somehow imagines the victim brought on the disease. How this magical transformation takes place in society's mind is not at all clear.
Surely there is superstition involved in this prejudice.

Brain, gotta be everytime.
If you're in the heart center, you can't go wrong.
The physical senses are almost purpose designed to fool us, most particularly vision, and we are most visual creatures.
Society.......well, are we really going to blame everything that we do on societal disfunctions ?
God........poor old 'God', the thing is that the religionists haven't quite thought through, if 'God' is all-powerful and created everything, then he is responsible for everything, thus he/she/it gets the blame. that's way too easy.
'Satan'.........funny, actually the same answer applies to 'God's' supposed nemesis, even more so because you have the paradox of a 'perfect' 'God' creating an 'imperfect' being, nah.....that doesn't work either.
Sorry folks, it's all down to us, each one of us individually, there's no-one else to blame. When we finally wake up and realise that then we can get on with the next level.
The problem is to the poor sufferer of the 'mental' stuff this society has created a maze of conditions to distract from the issue of responsibility.
In the immortal words of one Edward Teach, occasionaly known as 'Blackbeard', "A damned confusion amongst us" !

Definately society. People tend to lable people who think in a different way as having a mental illness. They do what they can to supress this "strange" way of thinking and restore the person to the "normal" mode of thought. But keep in mind that some of the greatest scientists in the world were thought to be crazy for years........who's to say what's real or what's not? Perhaps "crazy" people have a special insight that most don't. Maybe they can penetrate some illusion that we all see. Maybe we're the crazy ones.

Everybody has a bit of a problem somewhere.
However, the truly mentally ill suffer greatly - the problem is from within.
A dear person I knew would fly into rage because someone gave her a yellow rose.
If at all possible great loving kindness need to be given these.
Proper health care at professional clinics / hospitals.
Finally, their only hope is God's kingdom that will wipe out all tears and suffering.
