There is a program called Mixman that you can download for free trial from http://www.download.com (Note the sample plates you download do not have a lockout date, they are yours forever.

I bought this program several years ago so there have been some changes. They do still offer packets of samples, and I do believe that Wind, Rain, Water falling, Thunder, etc. are among the samples. (Actually I had the sounds you asked for in your question until I cleaned my HD last month for more space.)

The samples are decent quality too, so you can just drag and drop into your favorite mixing program, ie. Cakewalk, Soundforge, even Acoustica.
