I don't know about Petco or Pet-not-so-smart, but they are out there.

Here's a good heater for that size:

and a filter:

You might see if petco or petsmart has them or can order them for you.

Yes, you can get heaters for a 1-3 gallon aquarium at Petco. Also, an undergravel filter would work just fine for an aquarium that small. They also sell those at Petco or Petsmart.

I have 2.5 gallon tank and I got a heater at a local pet store for about 18 dollars, the only problem is that with small heaters like that you have to buy a thermometer because they generally don't have temps on them. I also got a filter, be sure to keep it on a fairly low setting in a small tank.

The heater for a small tank that I have is a hydor mini, and the filter I DIY'd with "small world" filter cartidges and 3 pieces of air tubing & a small air pump and some duct tape.
I took the disposable "small world" filter cartridges and stuffed a medium length piece of tubing & a short piece of tubing into the small opening, duct taped it making sure that that the short tube was open on top. connected the other end of the med piece of tubing to the air pressure control nozzle and the third piece of airline to the other end of the pressure nozzle & the air pump. This is for a 2 gal "critter keeper" that I keep my female guppy fry in. It seems to be working fine, but I still have to do frequent water changes, and I have given up on it ever cycling. Even with the filter it is still very high maintenence.

petsmart doesnt care a small heater in store, but we do carry a 3 gallon whisper interal filter, it will set you back about 12 bucks, i belive walmart used to carry small heaters maybe you can check them out also. Also do not get undergravel filters for such a small tank, they will only trap waste under them and make it harder to keep clean

The problem you get with kits is that they never place a strong enough filter with the tank. I would get a filter that says it filters 5 gallons if you are going to restrict the water flow even the slightest bit with a divider. I have heard of peaple doing this with bettas and it working, but if they do seem to fight through the glass I would take one of them out.

You can get these teeny filters and heaters, but I''ve never seen them in a pet store.
You can order them online from Doctors Foster & Smith, and they were really cheap a few years back when I bought them. The company that makes the filters is Azoo... I don't remember who makes the heaters, but they were pretty cheap too. : )
