It rises in the East and settles in the West. If the water is eastward from where you are then it will rise over the water and set on the land. If the water is west of you, the sun sets over the water. If you're in the keys, then you may go either way or both ways. LOL

The sun always rises in the East and sets in the West whether over water or land or mountain or molehill. Sometimes a peninsula on the East Coast will "bend" North/South and so, sometimes the sun will set over the water to the mainland side.

You have to be careful because even on the east coast there will be tracks of coast that lie east-west rather than north-south.
In these places you would see the sun rise and set over the sea.
But on purely north south tracks of coasts, you would see the sun rise over the sea on east coasts, and set over the sea from the west coasts.

An exception would be the the Florida Keys, where you can see the sun rise and set over water (but not the same 'water' in the morning as the evening).

Sun rises in the east because Earth is rotation in that direction. Where you see the sun rising depends upon the place where you are standing. If you are standing on east coast Sun appears rising from water, if your on west coast still sun rises in the east. But it appears rising from land, buildings, hills etc. It depends on what you have in the East.

it only rises in the east, to see it set you'd have to get in a jet and fly to the west coast and then you can see it set in the ocean.

Whatever is on your western horizon is what it will "set" on. Here on the east coast it's land.
