Im in gr.9 and my friends & family say i write like a kindergradener i can't even read my own writing.
Also if im able to write neatly how can i write neatly but very fast.

If you take art classes ask your teacher. You can also get books on calligraphy, which is artistic penmanship. Practice what is called "copperplate" writing. It's just like drawing, you need to practice.

I had the same Problem before with bad writing.
Then I saw someone using a Ruler to keep the Lines the Straight.
I did the same for a while and now from my Bad writing everyone wants me to write all their own Personal and Business Letters as my Writing is so Neat.

I'm afraid you're going to have to slow just a bit to get neater handwriting. I find that writing in all caps is easier to read but again it take a little longer than writing in cursive or lower caps. All I can suggest is practice.
