I think you are thinking about Black Hawk. Its about this guy who went a round driving a motor cycle and he had a partner in the department helping him. Nobody new who he was. Plus nobody new he had one of the guys from inside the department helping him. I only know one of the actors that was in it. The actor was Rex Smith. I do not know who the other actor was. I guess he got hurt and the motorcycle had some kind of special features that helped him get out of certain tight situations.
