You need not buy those expensive cat or ferret litter pans. Keep in mind that any plastic pan is going to be chewed by the rats.

For a ratty litterpan you can use a metal cake pan

I use "disposable litter pans". I go to the grocery store and pick up a few of those cardboard trays that mushroom or soup cans are stacked on. When it gets dirty I just toss it and replace it with a new one.

Whatever you are using for the bedding in the rats' cage you need to use something totally different as the litter in the litter pan. This is so the rats know the difference between cage bedding and toilet bedding.

Allow your rats full use of the cage and observe which corner(s) of the cage they have selected for their toilet. Now clean and deodorize this corner and place the litter box there. Take a small bit of the urine-soaked bedding and a few feces from that toilet corner that you cleaned and put it in the litter box to encourage it's use.

i've littertrained ferrets before, so it's probably possible with rats as well.
i've seen litterboxes at the pet store that say things like "for: ferrets, guinea pigs, chinchillas and rats" i don't know about how to train them, but it's possible :)
