I work for an attorney and the courts are moving from VHS to CD's and I am trying to figure out if it would be cost effective to use VHS or switch to CD-R's. If CD-R's are re-recordable then I feel that CD-R's would be a better choice.

CD-R, no. Once the disk has been written, that's it.
They are what's known as "WORM" devices - "Write Once, Read Many"

If you want recyclable CD's, use CD-RW, which can be erased and re-written, up to about 1000 times.

They have a different recoding surface, which can be "healed" by different levels of laser energy in the drive.

If the choice is open to you, you might also consider DVD-RW, which have a much higher data capacity

CD-Rs are write once. CD-RW is required to record more than once- but even then, you have to erase between re-uses.

It IS possible to do what is called a multi-session CD-R which lets you write files on separate occasions, but you can't overwrite or delete files already on the disc.

They are not, but you can still burn files/data into them as long as you still have space available.Keep in mind that when you burn to a CD-R is to have permanent data;CD-RW you can burn and delete over and over so they are not safe for keeping data specially if it has to do with legal matters, use only as temporary storage

After you burn a CD, you cannot re-burn items onto it. Its a one and done kind of deal.
