because he showed intelligence in knowing his own limits, and also by thinking ahead, while everyone else just went all out and did not always think ahead, as you read I think those two guys that were sat by naruto's group talk about it and how there is no point in going out on a mission and succeeding and losing everyone when you can preserve the whole team by doing what is best for everyone

During the battles of the chuunin exam, it didn't matter who won or lost. It depended on the performance of their battle. Shino didn't even get to participate because Kankuro forfeited. Naruto, later leaves the village for a few years which prevents him from taking the chuunin exams again for a few years.

The Third Hokage said that everybody could become chuunin. He even said nobody could become chuunin, the people helping with the Chuunin exams said you could be a chuunin even if you failed to make it to the next round, well if you proved worthy of becoming a chuunin at least xD. But everyone cept' Naruto and Sasuke in the timeskip are at least chuunin. Gaara, Kankuroh (I forgot how to spell his name xD.), Shikamaru, Neji and more (I can't think of anymore...) are jounin and above. (Did I spell jounin wrong? I also forgot how to spell that.)

Shikamaru displayed his ability to strategize a situation and very effectively. Since Chunins are alot of the times captains in there squad this is a very desirable trait to have in a leader. And a good leader knows when to keep fighting and when to stop to reserve his resources. Naruto displayed mainly strength and guts which are also desirable but also showed that he was still lacking in what he needed to be a chunin. Shino's match never happened so they could not judge his progress. Neji also showed he was highly skill and strong but lack in mental fortitude and let his past influence and blindly think highly of himself. and was defeated because of that. Yes physical matters when it comes to being a ninja but the mental is also very important. that is why Shikamaru became a chunin. in observation at least.

Hmm... Haven't been keeping up with Naruto at all... (still at Sasuke vs. Gaara... >_>)
I know that Shikamaru became chuunin because of his intelligence and thinking abilities. Everyone just acted upon impulse. No thinking. -_-'' Shikamaru is very good at shogi... =3 I hear he gets hawt after the time skip... >_>;;

Shikamaru became a chuunin because the current hokage, Tsunade-sama thought he was smart and mature enough to make it. Furthermore, it didn't matter if you lost in the fight or won, as long as it seemed like you were fit to be a chuunin to the judges, you became one.
