fair would be a huge event attended by lots of people with livestock judging, midway games and carnival rides. The answer to the question is the best policy is a contract paid on completion or depending on the size getting paid at agreed on points of completion.Both sides have been screwd unmercifly in these deals customers paying hourly and recieving nothing contractors providing a finished product and instead of getting paid getting the old soft shoe shuffel.
