If you are in the US, contact your state's consumer protection bureau.
You may have to sue him.
If you can show fraud, contact your County District Attorney and ask to file criminal fraud charges and theft by deception charges against the contractor.

Call an attorney. My parents are in a similar position. They hired a general contractor for their house, he has completed about 50% of the work, slacked off, stopped showing up, spent some of the money from the bank, and then told them he didn't have time to do the work. My father had to contact an attorney to recover $15k from him as well as hire another contractor to follow the project to completion. Even a quick consultation may be worth your time as they can give you an idea of what your legal standing is and whether they think they'll be able to help or not. If he's a licensed/bonded contractor you can also go after his bond for recovery of the money.

Go file a small claims case on him... hopefully you have a business card with an address. Anyone can file a small claims case at the courthouse, there is a little fee involved, but you can recoup that in your damage amount you are asking for. If you only have a phone number you may be able to reverse locate that number. Good luck.
