Start contacting TV and Radio Stations that have childrens' programs. ANd they can do is say no!

Are you thinking of doing it in a paying position, or as a volunteer?
If you want to work professionally in radio or television doing this, I suggest (if you don't have any formal training such as a journalism degree, or certification) you could contact some of your local stations, including PBS affiliates, and maybe you could intern until you get "your foot in the door". A lot of what helped me (in radio) was by knowing certain individuals. You are going to need a resume of course, and a demo tape, aka an air check. Be sure to include any volunteer work, such as reading to children at the library on your resume. There are also many public high schools that have radio & t.v. programs now, and that could be used as a "stepping stone" for bigger and better things.
Volunteering is much simpler. Contact your local libraries, and again, public schools, and they should be able to lead you in the right direction. And, there are broadcast schools available in many cities.
