Frankly, no. Yahoo does not care. Yahoo's msg boards, chatrooms, etc. are too filled with offensive people and other people complaining about them.

What type of criminal are you talking about? There are agencies online where you can report child abuse sites, internet fraud, etc. (http://www.fraud.org/) Google for info. There is no "international security", but these agencies are your best bet, they may be able to contact legal legal authorities.

You shouldn't go hunting criminals yourself. You should contact your local/federal law enforcement agencies to hunt people like that down. They can get court orders to get the information from yahoo to track criminals down...

I do not hunt down the FBI's top ten list (even if they stole something from me) because I would likely end up dead. It's basically the same thing here.... If you hunt someone down and they find out about it they could kill you or steal your identity and make life hard.

Yahoo is responsible for protecting your information you provide to them for your Yahoo Account and other Yahoo products and Service. Yahoo does their job.

Yahoo is not responsible for protecting you and your computer. That is your responsibility. The use of Very Strong Passwords, Firewall, Antivirus, AntiSpyware programs is how you do it. Do not store personal information on your computer. Never give your personal information to anyone you do not know or trust.

well, #1, yahoo doesn't do that kind of stuff. If it involves stealing money or other illegal activities, you could send a complaint to IC3, which is a government website.
