There are more than 2 parties in the UK. Generally if one party holds the most seats but not a majority they will do a deal with one or more of the smaller parties to ensure that they vote with them thus giving them a majority.This is known as a hung parliament.I believe the last time this happened was in the seventies when a govt was formed by a coalition of the Labour and Liberal parties that was known as the LibLab pact.It didn't last very long.
