When stopped at traffic lights, why do they change when you start lookin in the glove compartment or your bag?

I was stopped at traffic lights today,A car in front had two people in it,They were so busy talking to each other that the lights changed to green then back to amber when the driver noticed and moved off just as the lights went to red leaving me waiting at the lights annoyed is an understatment on my part.

It's the small gnomes the cities have locked up in th light box. They see you reach for your purse and whaamo, change that light!
