what would change or how would the government be if there was no jury in civil cases?

Well first off, nothing in the goverment would change.

Many different types of cases are decided by judges without a jury already - some civil cases, family law cases, small claims cases, etc. Criminal cases are almost always decided by a jury. So, if there was never a jury, all cases, including all criminal cases, would be decided by a judge. You wouldnt necessarily be judged by a group of your "peers."

In most civil cases, there is no jury. Most civil cases are fought in small claims court where a judge presides and decides. Juries are only found in major civil cases and criminal cases.

Punitive damages would virtually disappear. Judges aren't nearly so easily swayed by a tearful defendant with a limp.

Everything would basically be at the Judge's discretion.
