Owed child support is called arrears. The child support obligation ends at 18 (or sometimes 19) but you can still collect for past due support.
However, your questions asks if the mother can collect from a father who is not determined until after the child is 18. The answer to that is maybe. You cannot get a support order (since the child is no longer a child) but you might be able to sue the father civilly. I suggest you talk to an attorney or contact your local child support agency.

Yes. Any child support owed can be collected anytime. Many years ago, my mother-in-law had her ex arrested when she found out he was in town. He owed over $30,000.

Depends on the state, some go back 4 years, some don't go back at all, and some go back the entire life of the child. Utah goes back 4 years, Missouri goes back zero. I would check with your states legislation on it.
