It depends the criteria of "blackmail" and the thing(s) you are forced to do.
For example, if a person try to "blackmail" you into going for a trip, to which you don't agree, his doing itself is not a criminal offence.
If he, however, "blackmails" you into doing something which is obviously against the law, there is no question that his deed is an offence.
So, if you think that you are actually being "blackmailed", you should go to the police and report it, or at least, seek their advice.

But if the threat is that they will report you to the police for something you had done wrong, if you don't do as they say,
then the law would not regard that as a unlawful threat.
So it depend on two points;
1, Is what he is using to blackmail you legal, or illegal?
2, Is what he is trying to get you to do legal or illegal?
If I told you I would tell your aunt that you insulted her, if you don't watch over my dog while I go into the shop. There is nothing illegal in it.
If I told you I would break your pen, if you don't give me a 10p piece. My blackmail is illegal because of what I was threatening, and because I was trying to get money from you illegally.
If I told you I would tell your girlfriend that you kissed me, if you didn't steal that thing I wanted from the shop. It is illegal because I am trying to get you to steal.
So it depends on the circumstances.

Yes, if the thing he is trying to get you to do is a crime, or if it results in harm to you (for example, as part of the blackmail deal you have to have sex with him, give him money, work without payment, etc), then it is a criminal offense.
You should refuse to participate, and immediately report the incident to the police.

It is not a criminal offence on their part unless they want you to murder someone, steal, do drugs, or soemthing along those lines. Other then that it is not a criminal offence, just extremely rude and uncalled for.
