I agree with magicman with one qualification - if this is the oly light you use on your aquarium it WILL hurt your plants - they need more intense light and of a different wavelength to survive.
If this is something you plan to use for a few hours at a time or with a regular aquarium light, it should be alright.

a black light is not good or bad for your fish. Plants cannot use it but when you turn it on and you have white objects in your tank it looks very cool. Put some white colored fish in your tank like arrowana and youll be happy. But the fish wont. Fish need light like us to survive.

No significant effect. That lighting is nothing that plants can use and also won't directly hurt the plants either.
