Contrary to popular belief, there is no lowest nor highest score on an IQ test, in THEORY. IQ can go up forever. The only thing is, as IQ increases the probability of someone scoring higher becomes lower and lower.
Probability of an IQ of 190 is 1 in 1,000,000,000. 200 is 1 in 76,000,000,000. 202 is 1 in 190,000,000,000. I could go on, but sadly I can't find a z score calculator capable of going any higher XD
The biggest limiting factor is the tests themselves. If you were to test every single person on Earth, in theory you should end up with a couple scores over 190. However, there are currently no professional tests capable of accurately measuring IQ beyond 166.

I think that is average to above average. A value below 70 is considered retarded, I think 110 or 120 might be high average, above 120 to 150 is smart, above 150 is genius I think. From what I've seen, I think 300 is the top, but it may have to do with a ratio of your actual age to your mental age.
