The decision to carry out the final solution to the Jewish question was made somewhere's in the neighborhood of Oct. 1941 when Hitler gave the order to Goerring to carry it out. Goerring gave the order to Reinhard Heydrich who convened a meeting of top SS and Nazi bureaucrats in Jan of 1942 at the so-called Wansee Conference, where the Final Solution took form.....the high volume mass extermination of European Jewry.

He wanted to exterminate the races he saw as sub-human and those who he regarded as inferior.
He began with the mentally ill, criminally insane, and went on to include Jews, Poles, Slavs, Gypsy's and the Soviets.
The final solution came when the extermination rates were just too slow for the numbers in the concentration camp
Various methods were used constantly upgraded and improved until the huge gas chambers and crematoria became the final solution

His ultimate policy was the total eradication of the Jews. You see, Hitler, in his first book, MEIN KAMP, described the world as being inhabited by basically three kinds of races. The first were the CULTURE CREATORS(aryans). The second were the CULTURE BEARERS(most other people on the earth). And the third were the CULTURE DESTROYERS(the Jews). Hitler defined history as an eternal struggle of Aryan man with the incidious and evil Jew for the mastery of the earth. According to Hitler all other races were inferior to Aryans(basically northern Europeans and some others). The other races on the face of the earth were not that harmful, especially if ruled and guided by the superior hand of the Aryan. But the Jews were considered a cunning, conniving, racial polluting and cultural destroying race. Every thing they touched, they dispoiled and destroyed. But they were immensly cunning and dangerous. History had been the story of the struggle between the two-Ayran and Jew.
The whole Nazi ideology and purpose was the defence of Aryan man. Especially against the Jews. This was why the Nazi party was formed and this was it's major task in the world. This purpose was of the utmost important. Hence, Hitler's policy was eventual, if not immidiate extermination of the Jews and some other undesirables such as Gypsies. As well as HOMOSEXUALS, THE DISABLED, COMMUNISTS,LIBERTINES and SOCIAL DEMOCRATS. Especially Social Democrats who were accused along with the Jews of stabbing Germany in the back at the end of World War I. Ultimatley, according to Hitler, the Jews would have to be exterminated. One way or another. You see most of the others except for the Gypsies could choose to be what they are. However if you were of one of the undesirable races-you were f****d.
Hence it began in 1933 with the gradual disempowerment and social and proffessional ostracisation of these undesirables and gradually developed as a natural and intended extention to putting them in Ghettos and finally in the Death Camps. They policy was to work the fit ones to death and dispose of the others. In the end it was hoped to at least rid Europe of the Jews among others. Ideally to rid the entire earth of them also.
To this end in January 1942 the Nazis had a conference in a Berlin suburb of WANASEE. It was chaired by HEINDRICH and attended by leaders in the party, the public service, the armed forces, education and business and industry. Hitler's secret instructions to Heindrich was to implement a homicidal solution to the "Jewish problem". Heindrich was given the task of bring the others around to this. We only know of this conference(Hitler, although boasted of it in his books, did not have the moral courage to issue written orders for his preference) because one of the attendants didn't destroy his copy of the proceedings and outcome as he was supposed to . The conference planned out the logics of things like transport, guards, infrastructure and supplies for the project.
For in his first book(Mein Kamp) Hitler said that there is an eternal struggle between the Aryan and the Jew and that it is imperative that the Aryan win. He warned that if the Jews brang about a destructive war on Germany-they would be exterminated. Hitler's final solution policy was the complete eradication of every Jew, Gypsie and other undesirables that he or his minions could get their hands on. No less. To kill them no matter which way it took. He said that the Aryan SS who did the deeds were appalled by it but that he admired them because they steeled themselves to do what was necissary for the preservation and triumph of the Aryan race.
So basically Hitler's policy was to get rid of them all. Hitler because of his accomplishments(and he did do a hell of a lot for Germany) had an opportunity to become great and respected in history. He also had an opportunity to make his nation the most powerful in the world and one of the most powerful nations in history. He spoiled both because the ideology he had, had one essential requirement and purpose-the eradication of undesirable races. This not only prevented him from becomming like Alexander, Caesar or Napoleon, but also sapped his nation's and armed forces strength because of the insane ideas that his ideology demanded. Where he could have become great, he became infamous. Where he could have won the war, he lost his armed forces so many chances and brought his nation to ruin. Where he could have prospered, he was hunted down like the maniac he was.
Where he could have had victory and greatness, his ideology held him back and deprived him of the opporunity. The mad ideology of the Nazis was their undoing. For example when they marched into Russia, most Russians would have been too happy to join him, had he played his cards right. Instead after the German troops had recieved great applause from most of the population where they conquered-the SS and Gestapo moved in, started killing people and put paid to any possibility of that. As a consequence all of Russia rose up like a mighty bear and smite him. As moral choices have physical consequences, his had theirs. And of those consequences one thought comes into mind-a saying. THOSE WHOM THE GODS WOULD DESTROY-THEY FIRST RENDER MAD.

To rid Germany and its war-time possessions of "inferior" races that, according to the Nazi regime, created an unstable government...such as Jews, Gypsies, and essentially anyone that did not adhere to the concept of Germanic (Arian) supremecy.
