I'm guessing you have a lot of rock in the tank it hides in?

Short of destroying your rockwork, and depending on it's size, you could try trapping it.

Use a plastic soda bottle - and clean it well, but no soap. Cut the top off the bottle just where the sides reach the widest point - you're going to put the top in backwards to make a "funnel". You'll have to cut the top of the bottle - where you drink - just enough that the angel will just be able to fit in. Put a piece of saltwater-safe rock in to weight it and a bit of it's favorite food as bait. Put this into your tank with the mouth of the funnel near where the angel usually hides. It should be able to swim in easily, but should have trouble figuring out the exit - it will try to go out around the perimeter, not the center where the hole is (plus the backward pointing of the top of the bottle may discourage it from entering. This is the same technique used for mantis shrimp and bristleworm traps.

If this doesn't work, or your angel is too large for a 3 liter bottle (choose size based on your fish's size, not this - this is the maximum I've see plastic bottles) your only options are to try and net him or removing the rocks.

with a net?... maybe you could a plexi-glass to split, and make the aquarium smaller so it could be easier to catch
