One of consultant called me and left me this
Are you planning on relocating to ohio in the near future? If so, I would like to schedule an
interview with you as soon as you're available.

Should i ask if the company can set up phone interview and if it goes well i can come there in person.
At this time should I ask for travel expense and relocation or wait.

By consultant, do you mean recruiter?

Before you spend a bunch of money traveling to interview, you need to know that if the person is a recruiter, they are leaving the same messages and talking about the same jobs to many different people. Schedule a phone interview to see what this is about ( a real job? or just in case the recruiter runs across a position you could fit into?) before anything else.

No, you should not ask for travel expenses and relocation issues during your first interview, you have to convince a company to hire you before you put up a bunch of reasons they don't want to hire you. And trust me, if the company knows you have to move to take the job they know you will want some cash for your troubles.

Hi, I'm in HR. You only have one question to answer. Is this job worth it to you to put in the time and money to go get it? I don't know if you are working with this consulting agency or if you've ever intended to relocate for work. If not, then you shouldn't be considering it. If you are actively working with this agency and looking for a position like this and have indicated that you'd be willing to re-locate, then this is what it will take to do that. They won't set up a phone interview and they won't pay for travel for the interview. That means they want seriously interested candidates only. So decide if you are looking for something like this. I can't tell from your email if you even wanted to re-locate. If you want it, you must put in the effort. If you decide you won't deal with all the hassle and won't relocate, that's fair enough too.

I would definitely call them to see how serious they are. The recruiter shouldn't mind a little question and answer session. If he's just fishing for prospects, he probably won't be serious enough to pay for travel. However, after talking with them on the phone, and if they are interested in your skills/abilities, you should definitely ask them to reimburse you. I've had people fly me half way across the country and rent me a car, just for a half day interview. I felt so special! Good luck with it!
