Often the ads list one price and the manager will say another based on what the terms of the ad are. Often the lower price is based on it being an end unit or a middle level apartment vs an upstairs unit with a garage or parking next to the unit etc.
Ask the manager which apartment is available at the lower rate. Things are always open to negoitate, but it may not be for the exact thing you want.

Yes, print off copies of these ads, then call him up and tell him that at this website his ad says that this is the rent. If he is not willing to honor his ad, think about what kind of landlord (possible slumlord) he or she is. While the price may be right, think about the problems you may have in the future working with this person if you have any problems with anything in the apartment. Also, the ad could just be incentive to get people to call and if it says anywhere on that add that the price is subject to certain terms and conditions, then he is in the right by quoting the price higher. If there are certain terms and conditions, find out what they are, such as paying rent on time or signing a one year lease. Ask why the price is lower on the Internet than he is quoting over the phone.
