If he is really your boy friend then the normal thing that you want the same thing too , so I can think that :
1) you are just starting the relation now and he asks this at the first date ; so tell him that it will happen with time and not now .
2) you don't like the guy and feel you want to live your life without him , so be frank with him before you break his heart .
3) you are normal friends (not b/f - g/f thing) and he wants what he asks for and for that I tell you there is a friendly kiss and cuddle and there is the lovers one , so give the one at the right time and don't mix both , and ask him how he really feels about you and be frank of what you feel .

how old you are makes a huge diffrence. so does how old he is. if you have a friendship, an ocasional hug when you feel like it, or a pat on the back, oughta be enuf. but you say he's yr bf. which is it cause it sounds like you dont want to get byond friendship and even that, you say, aint so great. most boys and well into old age will instinctively go for more, starting with kissing. at least he asks you first, thats sweet. but if you are too young, or dont feel like you want to kiss and cuddle, then tell him he's a boy who is a friend, not a boyfriend. easy for guys and gals to confuse the two. no matter how old you be, if he doesnt stay youre friend then you might be better off without him. good luck.

Its sounds like he is asking for more than a friendship -- if you want it go for it -- talk to him and see what's up -- just make sure he is not looking for a friends with benifits thing.

I think asking for a kiss and a cuddle (hug) is a good thing. It is respectful because he is asking not taking. It is polite because he could be asking for a BJ and a Fuuck

He obviously likes you. NEVER kiss your best friend unless you are planning to start a relationship. My vote is to just laugh it off every time and say to him "You wish!" in a joking manner.
