Shampoo. I am more likely to get all the excess shampoo washed off my body if I wash it off with the soap.

I usually always shampoo first. That way I can put on the conditioner and soap up my body while the conditioner sits.
Then I wash it all off.

First soap for the face, then shampoo for the hair (and beard) then soap for the body.

I use my shampoo, then conditioner and while I let that sit in my hair I wash my body, when I'm done I wash the conditioner out.
