With all due respect, you must consider the context ...

When in doubt don't use it:

With my mother and father and baby sister. (that produces a sentence fragment, you are lacking a verb, and a subject pronoun [I, you, he, they, etc].

With great certainty, I can tell you it's possible to begin a sentence with a prepositional phrase. It depends on which phrase, of course, if you want to decide the type of form involved.

I don't believe it is bad form. I have used it in formal writing with a very very strict teacher. I wouldn't say its bad but its not the greatest. The bad ones are usually 'And', 'But', and more but i don't think 'with' is so bad.
