Is the bottom person they have in their predictions the one going home? or is it really just a prediction?

its only 85% correct. It has been wrong
before and I hope its wrong
this time by saying Sanjaya is one of
the top vote getters.

The bottom person is the one with the lowest average score. However, they are subject to the laws of statistics -- and know that the lowest person's score may not be statistically different from the one above it.

Dialidol puts the range of predicted places in parenthesis. They also highlight those who are safe. For example, according to their statistics, only Melinda, Lakisha and Sanjaya are predicted to be safe tonight. All of the others could go. It is more likely that those near the bottom will go than those with a higher score -- but they can't predict that it will happen with very much certainty.
