Yes, it is common, my bullsnake laid her first clutch last year and has never been near a male of her own species. Many animals do this, of course everyone knows chickens do it, but all birds can and will lay infertile eggs, most, if not all reptiles will, heck, mammals do too... what do you think an animal going into heat or a woman having her period is doing?

The most important thing to remember if you have a reptile that is laying duds, is that it depletes calcium and other nutrients, so make sure they're getting all their supplements. (Not too big of an issue with snakes, everything comes in the rodent package, but with lizards this can be VERY important.)

Edited to add...
Sometimes incomplete shedding can be a sign of illness... other times... it's just an incomplete shed. My worry would be the stink from the cage and how long those eggs were in there. It sounds to me like you've found a place where they don't keep up on their animal's hygene. Reptiles aren't like birds... birds will typically lay eggs to replace the ones taken away from them. Generally reptiles will not do this, they don't watch the eggs or tend to the eggs in any way, so why do they care if the eggs are taken away? If you're truly interested in a Cal. King, I'm sure you can find somewhere a bit more...... healthy.

Yes all female birds can lay eggs without a male. My female cockatiel is 8 years old and she is sitting on 3 eggs with no mate. Done this 3 times now ever since she was 7 years old.

Sure, but it is not that common. Female snakes can lay eggs without having a male. The eggs will not be fertile just like the chicken eggs you get at the store.
