what stipulations should be put on Cuba as a requirement for trade liberalization?

Well right now corporations are waiting to get into Cuba. They're waiting for the fall of Castro

It would be in the best interest of America to liberalize relations with Cuba. The only reason that there is an embargo is to placate those opposed to Castro in Florida and New Jersey. It is for political reasons rather than for any realistic opposition to Castro. Our farmers and business interests would be better served it there was an open policy, and certainly it would do much to promote understanding if Americans could freely travel to Cuba today. The embargo and closed border is counterproductive.

-human rights
-fair trials
-tariff agreements
