It is an area in the Sudan which has become populated by hundreds of thousands of refugees from its own original population plus other parts of the Sudan. People in Darfur are exposed to violence, rape, torture, killings, and the government turns a blind eye, when it's not its own militia committing the violence. The world could interfere with the government of Sudan, which depends heavily on foreign aid, to demand fairness to the people in Darfur.

It is just another example of a concerted Muslim attempt to eradicate non-Muslims. In this case ti is the black population in their country that are being raped etc.. The Sudanese government while not based on shira law is controlled by Muslims and not only turns a blind eye to the atrocities but also participates in them.
