scramble isn't the term used, you're looking to hide your IP or 'cloak' it.

check out Tor, it's a (free, legal) proxy system that will hide your IP.

Scramble? Or Mask?

There isnt a real way to scramble your IP address. However, you can mask it with different methods depending on what you are doing. So the question then comes down to why you need to mask it?

i dont think so, but if you frequently switch compters, it will be harder to trace
