A Power of Attorney is a document filled out by one person granting a second person power to do things in the first person's name. Powers of Attorney can be general or limited.
The IRS is not involved in granting powers of attorney. Any attorney can draw one up, or you can draw one up and have it witnessed by two people.

Try googling Power of Attorney forms and you will find one. You can also go to Staples for the form or software to create it.

POA is local. Many states have prepackaged legal forms you fill out, notarize and file; some states require an atty to complete. Call the local clerks office and ask them.

you go buy a blank Power of Attorney form (there are different types...) at a stationer's store....and fill it out, have the grantor sign in front of a notary, and record it at your county clerk's office....
