Why not put them on an island and let them build and raise their own food?

Did you ever see "Escape From New York" with Kurt Russell? NYC had been cut off from the mainland, and turned into a huge prison.
While we probably don't want to sacrifice such a great city, why not take some depressing, dilapidated city like Baltimore, Maryland or Muncie, Indiana... encircle it with a huge shark filled moat, and dump all societies rejects there?
I'd give them an island, but not a nice sandy beach one. It would have to be grim and desolate, like Pitcairn Island. Maybe, we could take all the worst prisoners, dump them on some remote island, and return in 20 years to see what happened to them? Whether the result is inspiring or grisly, it would make for a good movie.
I'll buy the popcorn.

As our population grows so does the need to house criminals. putting them on an island to create their own society is problematic for two reasons. One, the people won't allow it. It borders on cruel and inhumane treatment. Two, the risk of escape is too high (look how many make it to our shore from Cuba and we heavily patrol those waters) and Criminals would certainly have people helping them.

I have often thought about doing the same thing, putting criminals on an island. But then you have to consider how will their family's visit them. What would the murder rate be in such a place. Would it be co-ed or separate,male and female. How to prevent one of the criminals from becoming a leader and threatening the rest of the country with his hardened criminal army.
