I am sorry I don't know how old you is, but I am going to let you know that if you can see what guy is ugly and which guy is cute then you can go get what you want.
I suggest that you never send your friend not even your cousin to get the man you want. From the first time when you asked your friend to get it for you and she didn't that's when you should have stepped up to your own plate.
It shouldn't matter why she didn't. Common sense will tell you that she could be trying to feel him out herself. Your friend know you don't have a boyfriend and she may even know that you are the shy type and most enough women like that get pushed over.
So, if you like this boy you need to jump to feet and walk to this guy and open your mouth. If you don't know rejection learn to smooth a situation out to get what you want. There's this old song called "Don't Ask My Neighbor" and that song is based on a woman wanting the man whe want to ask her about her and not her friends.
Get up and Get Your Man....

It might not be the same situation and I don't want to accuse... but this happened to my best friend in school. She liked this guy a lot but was to afraid to ask him out herself, so she asked one of her other close friends at the time to get his number and so my bf and this guy could go out. Turns out the other girl she asked to help hook them up ended up asking the guy she liked out and back stabbed my bf. When she confronted the other girl she said he didn't want to go out with. . .which later we found out was not true he was very much interested in my bf. She still hasn't forgiven her and we are in are late 20's now.
I hope this does not happen to you. I would ask your friend why she hasn't gotten his number yet. If it has been awhile and she still hasn't gotten it something is up. I would try and get the guys number yourself. That way he knows you are interested.

If not ask the boy your yo go out with him if yes tell ur Friend slowly if no ask him not to tell your mate

In my opinion i think u're friend is kind of rude not to ask for this guys # , and i think u should ask her why she will not ask.I think u're friend is not asking because maybe she likes him!
