The start date of the league hasn't happened yet, but the other teams have been drafted. So, I was wondering if I could log back in and create one.

Yes you can as long as it's before the deadline of the league which it says on the sport home page. But if the other teams have drafted you can't.

Yes. Some leagues don't begin scoring until after the first or second week, but you do need to join before the deadline for "full season" ends.
There are also part year leagues that draft in June or July, but these don't open up until later during the season.

yes you can. you just have to adjust the start date (the date your teams start accumulating stats)
