It can play regular cds fine but when I put a blank one in to burn it says that. It also doesn't burn CD's and I imagine this is related, any ideas?

mine does that sometimes too. my brother would know why cuz he fixes mine all the time so when i see him i will ask him and get back to you as soon as i can. but good luck anyways.

It is because it is blank. A blank CD is seen by Windows as the drive not being present. If you are trying to put files on the CD using the Windows burning function, you need to use the Send To... option from the right-click menu. Otherwise, you need to use the burning software that came with the drive/computer.

The problem is that you probably you have a cd-rom. A cd rom only reads but does not write. That's why you can hear music but can't burn. That is also why it tells you 'Incorrect function' Because you are trying to give it a task that it cannot complete. Try buying a cd-writer. You can get one pretty cheap on E-bay

well, if it's supposed to be a burner, you could right click on your drive letter, go to properties, click on the recording tab and make sure the burning box is checked. mine got unchecked once, i have no idea how, and that's what i was told online. it worked. of course, it would have be a burner in the first place.

It will do that outside of your burning software. What OS are you using and what software do you use to burn?
