One of the great things about both being 'Omni' everything, AND outside the space/time continuum, as we quaintly refer to it, is that, like Santa, you are never too 'busy' to be able to do whatever you choose, including messing around with the climatic conditions on a rather pretty, but remote, planet in the far backwaters of a slightly non-descript galaxy.
Of course, one's definition of 'God' has a lot to do with one's perception of this question. ;-)
Anyway, yes, of course 'God' is doing all this stuff, why do you think that Insurance Companies call floods, earthquakes volcanoes etc 'Acts of God'. And your surely not going to argue with the words of the Insurance Companies.....are you ?

The weather is generally controlled by the wind currents, water vapor levels, and barometric pressure. Since God created the laws of nature that control the weather, then He does to some extent, but I don't believe He points to a specific area and says to hit it with a drought, flood, tornado, hurricane, or ice storm as a means of punishment for sinfulness.

The (Bible) Psalmist said, "He causes the rain to fall..."
There are other passages in the Bible that indicate God has control of the weather.
As for being too busy... that implies that He doesn't have the 'time' to do too much. God is outside our 4 dimensions of time and space, so time doesn't mean anything to Him. He can 'do' a million things that might take us a thousand years to complete, but zero time has passed for Him, so then He can do a million more things in the next non-interval of 'time'. No, God doesn't get too 'busy'.
