On Sims 2 on pc, is there a limit to how many children a sim can have? and when a teenage sim turns into an adult can they move out on there on and do they go to college?

Yes there'a limit. You can only have 8 sims living on one lot at the same time. As soon as child sims grow into teens they can start preparing for college as long as you have the university expansion installed. Use your phone or computer to explore the different options. You can make them apply for grants and scholarships first or you can simply just send them to college right away.
If you don't send them to college and they grow into adults you can move them out by finding them their own place using a computer or phone or the newspaper I think! They will then appear in the families in the neighbourhood screen.

No, there isn't limit to how many children sims can have, it just depends on how many you have while they are still adults. Elder sims can't have children.
Teenage sims can go to college once they become teenagers, you need the University expansion pack though. Adults can't go to college. Yeah, adult sims canmove out on their own.
