a white mold or fungus on the top of soil, what is this, and how to get rid of it? do i need to repot the whole plant, its a clay pot.

The white fungus you see is caused by fungus that lives on dead or decaying matter in the soil media you're using. They're called "saprophytic fungi" since they live on decaying matter. They don't cause any problems to the plant but usually indicate that your soil media isn't sterile or that you might be giving your plant too much water (keeping it too moist).

My suggestion is to find a sterilized soil media, change the soil in the pot and keep the soil moist and don't over-water.

You can also boil your clay pots or subject them to boiling water to sterilize before re-potting.

I would repot them with new potting soil certified disease free and sterile.
Also, don't re-use the moldy soil as it can kill other plants and seedlings.

It will not hrm the plant, but it is because you used a nonsteril potting soil.
