Same thing happened to me; my mom had promised my father that she wouldn't allow piercings anywhere besides my ears until I was 18, and nothing I could do would convince either to let me do it before, unfortunatly.
Your best bet is to do a lot of research on how the piercing is done, the risks, etc etc and then present all this information as evidence of how serious and mature you are about it. Be prepared that it may not work, though. Even being a professional bellydancer didn't sway the opinions of my parents. I eventually got it done for my 18th birthday.

Well my daughter was 15 when she wanted her belly pierced and I made sure I took her to a very well recommended shop to do this. It was clean and had very nice people working in it. All I can say to you is be honest with your dad and let him know that if you do not want it later the hole will close. Also, research it, get as much info as you can on doing this and show him the effort you put into it. Maybe he will let you. Good Luck!

K, I'm a grandma, my youngest dd is in college now. She got her belly button pierced when she was 16. Her dad and I are divorced too, he just had to get over it. On her it looks really cute, NOT hoochie-ish at all. As a matter of fact she is a worship leader and missionary, just goes to show you that you can't judge people by outside appearances.

Just listen to your Father. You will look whoreish now and even worse when you get in your20's and 30's.There are so many reasons why you shouldn't do it (infections, scarring, looking like a cheap S#%@ ) and only one reason why you should (to look loose)

I think that is stupid...you live with your mom and your mom has supported you for all these years and you have to have your dads permission...i think you should just do it and then tell him then there isnt anything he could do about it....besides this should be your moms decision and your...not his
