Hoovervilles were formed by groups of homeless persons during the depression. Hoover was president at the beginning of the depression.

They were named after Hoover, the president at the beginning of the Depression; he was the president so of course the depression was his fault.
They probably called it the Great Depression because it started not long after the Great War (now called WWI).
FDR ended the Depression by joining WWII.

Hoovervilles were formed by people made homeless by the Great Depression(( I have always wondered why they called it that, and not the Terrible Depression, as it wasn't that great for people living then) they called them that because then, as now, it was the custom of the have nots to blame the haves (particularly the government) for everything bad that happened to them.
