Allure & Glamour are my favorites. Allure has a 101 section every month that gives you step-by-step instructions for things like applying foundation, pedicures, etc. Glamour is a good "real woman" magazine and will give you tips that you can use easily and won't break the bank.

I prefer magazines like Fitness. They suggest tips that not only look good, but are healthy for you.
