Presuming you're talking about blade shaving, the first thing you might try would be to switch to a different razor...maybe one with multiple blades. And get a new one as soon as it starts to tug.

Pull the skin TIGHT and use a high-moisturizing shaving cream (soap will not cut it).

Soak a cloth in HOT water and then place it on your beard area for at least 30 seconds prior to trying to shave. This will raise the hairs, soften them and also soften the follicles so it won't pull so badly.

Use a good moisturizer after shaving.

If the above do not help, then consider changing to a high-quality electric razor.

First let's go over how to shave. First you wet your skin thoroughly with very warm water. Not just a splash but get that skin wet. If your getting razor burn slow down. The only time I get it is when I'm in a hurry. Buy the good razors. They cost a lot more but they are worth it in the end. After you have shaved wet your skin with cold water. As cold as you can take it. Don't use after shave. Use a high quality skin lotion. Oh, and pat your face dry, don't rub it. Sometimes it also helps to put on a light moisturizer on you wet skin and then put the razor cream or gel on top of that. Good luck.

I think it's different for each man. My brother has to use sensitive skin shave cream and can only have 2 blades on his razor or he gets razor burn badly. My bf uses 4 blades and cant shave unless he has a super thick shave cream and they both use a sensitive skin after lotion. I think you just have to play around with your options and figure out whats best for your skin.

First, shave in the shower (a constant flow of hot water)

Next, a clean sharp razor. You are really going to wash your face to remove skin debris and make the beard stand up. Then, take your time in shaving and relather when necessary.

This should help reduce problems

First things first, your face must be warm, which will soften your beard...and softens your face. Then make sure you're razor isn't a cheap piece of crap because they will tear you up, also, make sure your razor hasn't been used forever...same goes for your shaving cream, you get what you pay for. Afterwards, moisterize your face w/lotion or aftershave...Gilette Mach 3 Razor and Gilette Shaving Gel, that's what I use...chicks dig it!

I can't use shaving gel with moisturizer or else I break out. I still use the gel for sensitive skin. Try the Schick Quattro Titanium. My face feels like a baby's bottom.

Use a razor with one blade...not two or three or four. Only stroke over an area once...twice if you must. Go in the direction of hair growth, not against, and use aftershave.

Massage the urine of a homosexual platypus (UHP) into the most sensitive areas of your face.
Use sparingly as UHP is very expensive as it is very hard to find homosexual platypuses. They are a very conservative species and it is hard for them to be open about their sexuality.
